Chief Justice IHC Urges Completion of Islamabad Model Jail Project

ISLAMABAD, Jan 29: Chief Justice of the Islamabad High Court, Sardar Muhammad Sarfaraz Dogar, has instructed the expedited completion of the Islamabad Model Jail project to enable the transfer of prisoners from Central Jail Adiala to the new facility starting July 1, 2026.
During a meeting of the Justice Committee, the Chief Justice emphasized timely finalization of the Model Jail and the recruitment of necessary staff and administrative preparation. He urged district judges to resolve cases promptly to address public grievances efficiently.
Security measures for court and judge residences are to be continuously monitored by district authorities and police. The installation of emergency exits and alarm systems in the judicial complex was also mandated.
The Justice Committee, chaired by Chief Justice Dogar, thoroughly discussed the progress of the Model Jail project and associated challenges. As per the Chief Commissioner’s Office, construction is nearing completion, with a target date of June 30.
Chief Justice Dogar advised the Interior Secretary to collaborate with the Finance Secretary to address construction-related issues. A sub-committee on prison reforms presented a report on the National Prison Reform Action Plan. Concern was expressed about the rising crime rate in Islamabad, particularly regarding theft, robbery, and rape, prompting a review of the prosecution department’s performance and case submissions in ICT.
The Chief Justice stressed the importance of receiving forensic laboratory reports in rape cases to ensure perpetrators are held accountable. He advocated for comprehensive and effective investigations to reduce crime.
He also called for the training of investigation officers to enhance the collection of evidence.
The Justice Committee examined the law and order situation and the Safe City surveillance system. It was reported that CCTV surveillance covers around 35% of Islamabad’s sensitive areas, including red zones and highways. The report revealed that 19,692 individuals and 15,779 vehicles were checked, with 17 stolen vehicles recovered and 15 declared criminals apprehended.
Attendees of the meeting included the Secretary of the Ministry of Law and Justice, Additional Secretary of the Ministry of Interior, Chief Commissioner of Islamabad, IG Police, Advocate General of Islamabad, Deputy Attorney General, District and Sessions Judges, DG FIA, DG NCCIA, DG National Forensic Agency, DG Passport and Immigration, and the Federal Prosecutor General, among others.
